Concrete is a terrible insulator. When the sun hits a concrete roof, the concrete heats up quickly and then radiates the heat into the interior of the building. This "brick oven" effect continues throughout the day and even well after the sun has set.
Likewise, when running heaters to keep your building warm in cold weather, the cold concrete quickly draws the heat out of the air and radiates it to the exterior.
The solution is to use a radiant barrier that will reflect the sun's radiant energy in warm weather, and, in cold weather, prevent the concrete from drawing heat out the interior.
